They wrote digital dollar rules, created mandatory bond buyers, and took control of offshore markets. Meanwhile, the Fed is banned from issuing a digital dollar and hasn't issued its Genius Act rules. Treasury → debt, digital dollars, banking. CFTC → crypto rules. OCC → stablecoins.
